Job description
Job description: The Senior Manager, Human Resources is responsible for the development, implementation, planning, organizing, coordination and evaluation of the human resource programs and activities of The National Broadcast Reading Service Inc. including all staff related training and reporting processes.

  • Ensures all programs, services and supports function within the relevant legislation, standards, guidelines and values of NBRS and provides guidance and advice to managers regarding the interpretation of the policies and all human resource processes.
  • Develops HR systems and supports for management, staff and volunteers across the organization.
  • Participates in the strategic planning processes of NBRS with particular regard to long term HR planning in support of same and assists the Chief Financial Officer with any matters relating to the priorities, goals and strategies of the day-to-day operations.
  • Accountable for the measurement and evaluation of jobs, compensation planning and compliance with pay equity legislation.
  • Develops performance management programs; performance appraisals; performance measures and processes linking performance to compensation.
  • Develops and prepares HR reporting systems, including quarterly and annual reporting on the metrics and HR activities of NBRS.
  • Develops, monitors and controls an annual budget for the human resources department including all training related to the management, staff and volunteers; prepares regular reports on same for the CFO.
  • Works with the CFO to enhance and market staff benefit plans and reviews same regularly to ensure their success.
  • Produces, coordinates and implements HR specific training in support of the management and staff; liaises with community partners where appropriate; assists managers and staff in the identification of local and national training and development needs appropriate to the strategic goals and processes of the organization.
  • Prepares, develops and maintains effective recruiting practices for NBRS and implements orientation initiatives for new staff.
  • Responds to and investigates all reported human resource concerns and complaints; provides reports and recommendations for consideration to management as appropriate under the requirements of privacy and human rights legislation.
  • Reports all unsafe workplace conditions, hazards, practices, accidents and incidents in accordance with health and safety and related legislation, including provincial workers compensation programs; develops plans and programs to ensure adherence to all legislated health and safety requirements.
  • Regularly meets with managers and staff across the organization, providing a forum for their human resource concerns and needs; communicates on all HR issues as appropriate.
  • Performs other job appropriate duties and special assignments as required by the CFO.
Req. candidate profile : Qualifications:
  • Degree or diploma in human resource management
  • CHRP designation or actively working towards same
  • Minimum of 5 - 7 years human resource generalist experience
  • Strong familiarity with applicable legislation, government policy, trends and practices
  • Excellent communication, organization and analytic skills
  • Knowledge and experience of not-for-profit operations
  • Minimum of 5 years management experience
  • Demonstrated leadership ability and the capacity to ensure confidentiality
